A 24-year-old man, was taken into custody in Lambeth on suspicion of theft and assault and a woman, 23 was detained on suspicion of conspiracy to commit robbery. Both individuals remain in custody, the force said.
The arrests come after a probe into an assault at the multi-level parking garage at Terminal 3 this past Sunday. Prior to the incident, two women were robbed of their suitcases after getting out of a car park lift.
A three-year-old girl was among the those hurt in the event. A total of five individuals were taken to the hospital for medical care and were later released.
Police arrested a 31-year-old man for suspected theft and assault near the scene. He was subsequently released under investigation as the investigation proceeds.
Police were alerted at approximately 08:10 GMT following reports of a number of people injured by an irritating chemical believed to be pepper spray.
The attack - an event that police said was a standalone incident and not considered terrorism - caused delays to rail services and the temporary shutdown of the main airport tunnel and the Terminal 3 car park for a short time.
